CLARITY – SlumPACT
CLARITY–SlumPACT is SlumPACT’s community research and intervention programme for understanding and addressing the interconnected health, housing, environmental and livelihood challenges facing people living in informal and underserved communities in Nigeria.
The programme begins with a simple principle: solutions should be informed by the people who live with these challenges every day, supported by evidence, tested in practice, and scaled when they work.
CLARITY brings together community engagement, household research, environmental assessment, intervention development and evaluation to identify practical solutions capable of improving health and living conditions at scale.
Our approach
Listen → Understand → Co-design → Test → Measure → Scale
Rather than beginning with predetermined solutions, CLARITY works with communities to understand their most important challenges, identify feasible interventions, test promising approaches and measure whether they deliver meaningful improvements at an affordable cost.
The CLARITY Formative Study
The first phase is the CLARITY–SlumPACT Formative Assessment of Housing, Health, Environmental and Climate Vulnerability in Informal Settlements in Lagos and Ogun States, Nigeria.
With approximately 90 households across the three communities, the study begins in:
- Makoko — Lagos State
- Ajegunle — Lagos State
- Sango-Ota — Ogun State
We are also developing a wider SlumPACT community programme footprint in Ibadan, Oyo State.
The study examines the everyday conditions that shape health and wellbeing, including:
- housing quality and overcrowding;
- access to water and sanitation;
- drainage, flooding and waste;
- household and outdoor air pollution;
- excessive heat and other environmental exposures;
- health symptoms and healthcare access;
- livelihoods, household expenditure and economic vulnerability;
- effects of environmental shocks on work, income and daily life;
- household and community coping and adaptation strategies;
- and residents’ priorities for improving their communities.
Alongside household interviews, trained researchers undertake brief structured observations of housing and immediate environmental conditions.
The purpose is not simply to document problems. The findings will help identify which practical interventions communities consider most important, which approaches appear feasible, and which should progress to more rigorous testing and evaluation.
From Research to Intervention
CLARITY SAFE-WATER
Safe water for underserved urban communities
Unsafe and unreliable drinking water can contribute to diarrhoeal disease, healthcare expenditure, lost productivity and preventable illness, particularly among young children.
CLARITY SAFE-WATER will explore practical and affordable approaches to improving access to reliably safe drinking water in high-density informal settlements.
The programme will assess existing water sources, household water expenditure, water quality, treatment practices and barriers to safe-water use before developing and testing appropriate solutions.
Potential approaches may include community water-treatment systems, automated treatment at shared water points, safe-water kiosks or other locally appropriate technologies and delivery models.
Promising approaches will be assessed not only for whether they work, but also for uptake, reliability, affordability, cost per person reached and potential for sustainable scale.
Status: Intervention development informed by the CLARITY formative programme.
CLARITY LIVELIHOODS
Strengthening household economic resilience
Poor health, environmental shocks and economic insecurity frequently reinforce one another.
CLARITY is examining how environmental conditions and economic vulnerability affect employment, household income, expenditure and economic security.
Future interventions may include focused approaches such as vocational and enterprise support, productive assets, financial capability, small-business development and livelihood opportunities for women and young people.
Interventions will be designed around measurable improvements in household economic wellbeing and evaluated for their affordability, effectiveness and potential to scale.
Status: Planned intervention area subject to formative findings, partnership and funding.
CLARITY HEALTH
Reaching underserved populations with effective health interventions
CLARITY will use community-level evidence to identify important gaps in access to preventive and essential healthcare.
Future work may include interventions addressing preventable childhood illness, maternal and child health, vaccination gaps, respiratory health and other priorities identified through community assessment.
Where possible, SlumPACT will prioritise interventions supported by strong existing evidence and examine how they can be delivered effectively to populations that conventional health services may struggle to reach.
Status: Planned programme informed by community and health-system evidence.
CLARITY RESILIENT HOMES
Healthier homes and climate-resilient communities
Flooding, extreme heat, poor ventilation, dampness, inadequate drainage and unsafe household environments can affect health, livelihoods and quality of life.
CLARITY will identify practical household and neighbourhood adaptations that communities consider feasible and valuable.
Promising interventions may subsequently be co-designed and tested, with particular attention to affordability, effectiveness, sustainability and potential for wider implementation.
Status: Planned programme subject to formative findings and funding.
How We Measure Success
CLARITY is designed around a commitment to evidence, measurable impact and learning.
As the programme develops, interventions may be assessed using outcomes such as:
- people and households reached;
- intervention uptake and continued use;
- water-quality improvement;
- reductions in preventable illness;
- household healthcare expenditure;
- income and livelihood outcomes;
- environmental exposure reduction;
- cost per person reached;
- cost per health or welfare outcome achieved;
- implementation quality and reliability; and
- potential for expansion to additional communities.
Where promising interventions require stronger evidence, SlumPACT will seek partnerships for larger prospective studies and rigorous impact evaluation.
Building Evidence for Scale
The initial CLARITY study is intentionally small and is intended to establish a foundation for a longer programme of research and action.
Future phases may include larger household surveys, longitudinal studies, objective water and air-quality measurement, temperature and humidity monitoring, economic evaluation, geospatial mapping, qualitative research and controlled evaluations of promising interventions.
The overall pathway should be shown visually if possible:
Community priority → Intervention design → Pilot evidence → Rigorous evaluation → Cost-effectiveness assessment → Responsible scale-up
